This looks like text is being written by markers on the screen. Important events, bright ideas, reminder can be recorded immediately and will stay on screen until you delete it (even when turning on your PC next time).
TL sticker captures the focus only when mouse cursor points precisely to the lines of sticker record. But when cursor is between or inside sticker characters - you are working with the underlying window.
And, moreover : the transparency of sticker text can be adjusted to any degree. Under such approach, stickers does their work but does not prevent you from doing your work.
