Outer ring has 3 dots for 0, 10, and 20 hours, the next has 10 so combined with the outer shows the hour.
This continues inward with this interesting, puzzling, and compelling arrangement.
The outer ring is the tens part of the hour, next is the ones part. This pattern continues until the center, with the ones part of the seconds.
