If you want to chat with your friend abroad when you are outside, you can dial your Skype in number firstly, then enter PrettyMay IVR system, dial international long number according to the voice indication, input your friends number, PrettyMay will use Skypeout to dial your wanted number. This will help you to avoid the expensive call fees.
