MPEG2 video elementary stream,change it to a higher legal MPEG output frame rate more>> This program takes a progressive MPEG2 video elementary stream, and applies pulldown flags to change it to a higher legal MPEG2 output frame rate. It also allows changing/correction of timecodes.
DGPulldown is useful for applying traditional 3:2 pulldown. It is also useful for converting 25fps PAL progressive material to NTSC. It allows you to encode your movie to MPEG2 at 25fps using progressive encoding. This saves a lot of bits and therefore allows for much better quality with the same bit budget. Also, compared to methods that first slow down the video and then apply 3:2 pulldown, there is no need to process the audio.
The great idea for using irregular pulldown patterns for PAL to NTSC conversion was first suggested by Xesdeeni. An extensive discussion of the theory and usage of DGPulldown can be found at the Doom9 forum:
A typical workflow is as follows (assumes you are starting with PAL source material):
Demux the video and audio streams.
If the video is interlaced, deinterlace it to make it progressive. If it is already progressive, skip this step.
Resize the video to 720x480.
Encode the video to MPEG2 at 25fps progressive.
Run DGPulldown on the video MPEG2 stream to flag it up to 29.97fps (using the 25fps --> 29.97fps conversion).
Mux the audio and video into a program stream, or author a DVD using the audio and video streams.
DGPulldown works by altering the MPEG2 RFF/TFF flags to increase the number of display frames to exactly the right number to generate the specified output frame rate during playback.
The latest released version is 1.0.11. This version fixes the drop frame option. The option was ignored and so only the auto mode worked. It was not possible to enable or disable drop frame using the 3-state checkbox.<<less

All of you who have used CCE previously or created an SVCD with another tool than FlaskMpeg and the bbMPEG plugin know that SVCD creation isnt exactly fun as it requires many different tools and many steps.
To cut a long story short: All your cries for help have been heard and DVD2SVCD is the program for you if you simply like to enter the number of CDs, which audio and subtitle streams you want, then enter the DVD in the drive, press a button and when you come back a few hours later you have the CD images ready to be burned.
Lately support for PVA (digital broadcast) and AVI input has been added, along with TMPG support.
DVD2SVCD combines many programs together: vStrip to rip the DVD (best ripper around), DVD2AVI to create a DVD2AVI project, Mpeg2dec and Avisynth for the fastest frameserving from DVD2AVI to CCE, BeSweet for high quality audio processing, video encoding in CCE, TMPG or Procoder, then applying pulldown flag in case of an NTSC video, multiplexing video and audio using bbMPEG and finally creating SVCD images for burning using VCDImager.

Run QuantDump from a DOS window or by executing it programmatically from your application.
Usage: quantdump infile [outfile]
If outfile is omitted, the output goes to the standard output, otherwise it goes to the specified file.
Note that only stream events that change the active quant matrices are logged. So, for example, if you have the same matrices sent with each sequence header, only the first will be logged (because it changes the default matrices).
Also note that the frame numbering refers to the encoded frame numbers
and not the display frame numbers. These two are different when pulldown is present. In that case, you can use a DGIndex project with "Ignore Pulldown Flags" to serve the video such that the display frame numbers correspond to the encoded frame numbering.

If youve worked on many projects at all, you know by now that a lot of it is a manual process of writing scripts, renaming, demuxing, etc. (Important: Read Step 1 of the Guide or this program may not function correctly for you!)

It contains several GPU-powered image modifiers that take advantage of modern graphics hardware, giving you an instant preview of the effect while you adjust parameters. It also has a non-binary selection system, allowing you to "partially select" pixels and apply drawing tool and modification actions that perform weighted averages based on the selection value.
EIE has a non-binary selection system which allows you to soften the edges of your selected pixel region.
EIE allows you to select multiple layers/frames at once and perform batch modifications. Modifiers can use either the GPU or CPU. CPU-based modifiers will split the processing of multiple images among multiple processors, taking advantage of systems with multi-core processors.
