This Patcher is capable of changing the half-open tcp limit. more>> The EventID 4226 means, that there are to many concurrent TCP connection attempts. A connection attemp is a query to a computer, if it accept the TCP connection or not. If the computer is for example no more existent, it will be waited for a few seconds, until a timeout occurs and the connection attemp get canceled.
Since XP SP2 there are only 10 concurrent TCP connection attempts possible, while in SP1 it has not been limited.
Applications with many connection attemps may work bad or not at all. Even web browsers, eMail clients or antivir programs can be affected and might bring a long time of waiting.
Also administrative diagnosticprograms in companies make problem. In short, there seems to be more problems than there is an advantage.
Because the limit got introducted in XP SP2, the other operating systems are currently unlimited.
Exception: Windows 2003 Server seems to be limited as well since SP1 beta. An update will follow ...
How can I find out, if Im affected?
Just have a look at Start/Maintenance/Control Panel/Administration Management/Eventview/System if there are entries with the event id 4226. If yes, minimum one time the limit has been reached
I read something, that its possible to change limit via registry (TcpNumConnections). Is that true?
Unfortunately not. Because the concurrent connection attemp limit has nothing to with concurrent connections, this registry-key is useless. Unfortunately there is no registry-key, which would allow the user to change the concurrent connection attemps.
50 concurrent, half-open connections is to less for me. Is it possible to get more?
Yes! Just use as a Parameter /L=limit, where limit describes the new limit.
For example a 100 limit can be set with the command:

VAMT allows organizations to manage the activation of their Windows Vista and Longhorn Server computers using MAK keys The Microsoft Volume Activation Management Tool (?VAMT?) is part of Microsoft Volume Activation 2.0 and allows organizations to manage the activation of their Windows Vista and Longhorn Server computers using Multiple Activation Key (MAK) keys.
A Multiple Activation Key will perform a one time activation of PCs against Microsoft. Once the computers are activated they require no further communication with Microsoft. The number of computers that can be activated with a specific MAK is based on the type and level of the organizationss volume license agreement with Microsoft.
MAK Independent Activation: Each computer individually connects and activates with Microsoft either online or via telephone
MAK Proxy Activation: One centralized activation request on behalf of multiple computers with one online connection to Microsoft
Activation Status: Ability to determine the activation status of Windows Vista and Longhorn Server computers in the environment
Remaining MAK activations: The current remaining activations associated with a MAK key

- Download VAMT.ZIP and save it to the local disk.
- Double-click on VAMT.ZIP.
- Extract the contents of the ZIP file to a folderVAMT.ZIP.
- To read and learn about VAMT open the Volume Activation Management Tool - Step by Step Guide.doc.
- To install VAMT double click onVAMTInstall.MSI.
- When the VAMT Setup Wizard opens, click Next.
- Select the checkbox to accept the End User License Agreement and choose Next.
- Type or Browse to indicate a new path for the installation, or click Next to accept the default.
- Click Install to confirm the installation.
- The User Account Control (if enabled) window appears. Enter credentials if required and click on Allow for the installation to continue.
- The status window will appear. Click Cancel at any time to stop the installation.

Sender enables you to connect to any tcp/ ip port on a machine and send it linefeed-terminated text.
As such, for example, you can manually use Sender to check a pop3 inbox (if you are familiar with the pop3 protocol).
Sender also has a server module, so it can act as a tcp/ ip server on a user specified port. This enables you to emulate a server which uses linefeed-terminated text manually if necessary.
Sender was initially started because I had forgotten my email password, but my email client still had it. By emulating a pop3 email server, and pointing the email client at it instead of its regular mail server, I was able to retrieve my forgotten password.
